Background

The Project is located in the City of Richmond, Lower Mainland, BC and includes the design, construction and operation of the following component infrastructure:

  • Upgrades to an existing marine terminal wharf on the South Arm of the Fraser River to accommodate a range of aviation fuel cargo vessel types and sizes;
  • Facilities at the marine terminal to off-load and transfer fuel from vessels;
  • A new fuel receiving facility located on land north of the marine terminal;
  • A new pipeline to transfer off-loaded fuel from the marine terminal to the new fuel receiving facility; and
  • A new pipeline to deliver fuel from the new fuel receiving facility to VAFFC’s fuel facilities at the Vancouver International Airport.

Services Provided

Hatfield initially conducted the fisheries and aquatics components for the environmental assessment, and is now the Environmental Manager responsible for overseeing and coordinating the overall Environmental Assessment (EA) compliance and enforcement program as the project navigates through the construction and operations permitting processes. Project work is ongoing and covers the following key tasks:

  • Environmental inputs to detailed design and planning, including identification of environmental constraints for the pipeline routing;
  • Environmental management, strategic regulatory support, and biophysical studies and surveys during project construction and operations permitting;
  • Preparation of site-specific Construction Environmental Management Plans (CEMPs) and oversight of their implementation;
  • Liaising with regulatory agencies, and participating in public and Indigenous engagement activities;
  • Direction and review of contractor’s EWPs and oversight of construction contractors;
  • Preparation of EA Amendment Application and Environmental Assessment Certificate (EAC) Compliance submissions;
  • Preparation of Fisheries and Oceans Canada Request for Review, Section 11 Water Sustainability Act applications;
  • Provided environmental input to the preparation and acquisition of several permits, approvals, authorizations and licenses, including BC Oil and Gas Commission Pipeline Permit, Vancouver Fraser Port Authority Project Permit, City of Richmond Development Permit and Navigation Protection Act Notice of Works; and
  • Environmental compliance auditing.
