Background:
Indonesia boasts the largest economy in Southeast Asia and has experienced remarkable economic growth since the 1990s. However, the country’s current financial systems frequently hinder small businesses from obtaining the necessary funding for expansion and deter private sector investment in infrastructure that would enhance the movement of goods and services. To address these challenges, the United States government and the government of Indonesia signed a Millennium Challenge Compact (Compact 2). This agreement includes $649 million in grant funding from the Millennium Challenge Corporation (MCC) and a $49 million contribution from the government of Indonesia.
Compact 2 will back three initiatives aimed at tackling the critical issue of expensive and underdeveloped financial intermediation:
- The Advancing Transport and Logistics Accessibility Services (ATLAS) Project,
- The Financial Markets Development Project (FMDP), and
- The Access to Finance for Women-owned/Micro-, Small, and Medium Enterprises (MSME Finance Project).
The Millennium Challenge Account-Indonesia II (MCA-I II) institution has been established to operate the Compact 2 project in Indonesia. In cooperation with Bappenas (National Planning Development Board), MCA-I II implements the Compact 2 project in five targeted provinces (Riau, Riau Islands, South Sumatra, Bali, and North Sulawesi). Additional provinces may be added during project implementation.
Over the next five years, the Program Management Consultant will provide support to achieve efficient and integrated delivery to the MCA-I II for the Compact 2 projects and provide technical support to ensure comprehensive review and technical backstopping for diverse outputs produced by activity-level implementation partners. Ultimately, maintaining schedule, quality, and providing capacity building support that ensures the long-term sustainability of Compact 2 investments.
