PLN Energy Transition Acceleration Programme

Client(s):

PT Perusahaan Listrik Negara (PLN), KfW

Location:

Jakarta, Indonesia

Dates:

October 2025 – Ongoing

Background:

KfW Development Bank (KfW) is supporting PLN through the Energy Transition Acceleration Programme (ETAP) to advance Indonesia’s clean energy transition. ETAP consists of two components: Component 1 focuses on strengthening PLN’s capacity to implement international environmental and social (E&S) standards across all project phases in its renewable energy portfolio, through the integration of the PLN Environmental and Social Management System (ESMS) that was developed with support from the World Bank; Component 2 aims to build PLN’s technical capacity for geothermal project development, including preparing drilling programs and reviewing technical studies. This assignment is dedicated to Component 1.

Services Provided:

Hatfield is supporting the project consortium, led by Oxford Policy Management and including PT Equator Global International and Enviro Pro Green Innovations, to deliver consulting services under Component 1, focusing on building PLN’s capacity to manage E&S risks, through assessing PLN’s current E&S management capacity, developing a strategy to integrate the PLN ESMS into business operations; developing tools, providing recommendations and practical guidance for effective ESMS implementation; developing and delivering a capacity-building and ESMS mainstreaming program, including training across all organizational levels; and supporting E&S due diligence for high-risk projects within PLN’s renewable energy portfolio.

Hatfield is providing key technical and management roles for the consortium, including the Team Lead and Key Biodiversity Expert which aligns with our extensive experience in developing and implementing E&S risk management strategies for clients in Indonesia, and our strong technical expertise in biodiversity management within one of the most biodiverse regions of the world.
