Hatfield awarded Asian Development Bank contract

Hatfield Consultants Ltd. (HCL), in association with its Indonesian subsidiary P.T. Hatfindo Prima (Hatfindo), was awarded the Asian Development Bank (ADB) Technical Assistance grant entitled ‘Capacity Building for Decentralized Natural Resources Management’ in August 2003. The TA is designed to support the enhancement of local capabilities for development planning and natural resources management in Indonesia, transferred from the national level to provincial and district levels.

The TA is being conducted in association with the Marine and Coastal Resources Management Project loan from the ADB and the local Indonesian executing agency for the TA is the Directorate General of Regional Development, Ministry of Home Affairs (MOHA). The TA will:

  1. assess the implications of decentralization measures on the capacity of the provincial and district planning agencies for managing natural resources, both terrestrial and marine; and
  2. assist the Government in initiating a program for capacity building of the planning agencies, particularly those at the district (kabupatens) level. The TA, to be implemented from October 2003 to May 2004, will focus on seven pilot kabupatens for specific assessment and capacity building activities.
