Background
The objective of the Green Prosperity (GP) Project was to promote environmentally sustainable, low carbon economic growth described in the Government of Indonesia’s medium- to long-term development plans, the National Greenhouse Gas Emission Reduction Action Plan, and Regional Spatial Plans. The GP Project provided a combination of technical and financial assistance to support rural economic development designed to: raise real incomes of Indonesians while reducing reliance on fossil fuels; improve land management practices; protect natural capital; and complement efforts to reduce emissions due to deforestation and environmental degradation. The GP Project improved local communities’ abilities to implement government policies and regulation that support low-carbon development, and increase their overall capacity in natural resource and environmental management. Hatfield and CDM Smith worked together as the Project Management Consultant (GP PMC) supporting Millennium Challenge Account (MCA) Indonesia to plan, manage, control, monitor and evaluate the large, complex, and innovative GP Project.
Services Provided
Hatfield and CDM Smith worked jointly as the Program Management Consultants (PMC) to MCA-Indonesia, focused on ensuring all GP Project activities were carried out in a strategic, coordinated, and cost-effective manner. The PMC team helped MCA-Indonesia ensure that consultants and implementing partners performed their duties in accordance with Project requirements, including specific environmental and social safeguard standards. Together, Hatfield and CDM Smith provided a range of program management and consulting services, including:
- Developing a Program Management Plan;
- Establishing and maintaining program management information services and tools;
- Developing standard templates, documents, and procedures; and
- Providing technical review of potential project proposals and oversight support of GP Project-funded (grant or commercial financed) projects during implementation.
Hatfield and CDM Smith provided key personnel to implement the required program management systems and services, and a support team of specialists and advisors who MCA-Indonesia called upon as the needs of the GP Project evolved.
The PMC was responsible for guiding (a) the design of GP-funded projects on the basis of accurate and appropriate spatial and land use data, and (b) ensuring compliance with national laws, regulations and plans, such as the Spatial Planning Law/RTRW prepared by the National Spatial Planning Coordination Board within the Ministry of National Development Planning of Indonesia (Bappenas). The GP PMC also supported stakeholders with landscape studies and analysis, and project preparation studies, and advised on the level of compliance with Investment Criteria. Additional services provided included:
- Assistance on managing community-based natural resources management projects (plantation, eco-tourism);
- Project management for a large partnership program with the private sector (plantation);
- Environmental and Social Safeguard compliance assessment (referencing the World Bank Operational Policies and International Finance Corporation (IFC) Performance Standards);
- Social and Gender Compliance Assessment;
- Project Monitoring and Evaluation; and
- Stakeholder engagement to establish and maintain client networks.
